Vietnam’s National Assembly Proposes Electronic Chip Wristbands to Monitor Drug Addicts

Hanoi, November 12, 2025 – During a discussion session on the amended Law on Drug Prevention and Control, Member of the National Assembly Vu Huy Khanh, a full-time commissioner of the Committee on National Defense, Security and External Relations, suggested the adoption of electronic chip devices to improve the monitoring and management of drug addicts who do not have fixed residences.

Challenges in Managing Drug Addicts Without Permanent Residence

According to Mr. Khanh, it remains a major challenge for authorities to identify addiction status and enforce compulsory rehabilitation orders for individuals without a permanent place of residence. These cases often require substantial manpower and resources, while current monitoring measures are still limited in effectiveness.

“Without a more effective management approach, it will be difficult to ensure the implementation of mandatory rehabilitation and to maintain public order,” Mr. Khanh noted.

Proposal: Electronic Chip Wristbands for Movement Tracking

To address these difficulties, Mr. Khanh proposed that Vietnam should consider using electronic wristbands embedded with tracking chips to monitor addicts’ movements during the rehabilitation or supervision period.

“With real-time tracking, authorities could be promptly alerted whenever an individual leaves their designated area of residence and respond with necessary preventive measures,” he added.

The proposed system is expected to enhance management efficiency, reduce the workload on enforcement agencies, and help maintain social security and community safety.

While the proposal offers a promising technological solution, it also raises important questions about privacy and legal safeguards.
Experts have emphasized the need for a comprehensive legal framework specifying:

  • Who would be subject to electronic supervision,

  • How long data can be retained,

  • Data protection and encryption standards,

  • Government accountability in managing and storing personal information.

These safeguards are essential to ensure citizen privacy while maintaining the effectiveness and transparency of the monitoring system.
